that's not true, that's just your opinion. i'm not a fan of rpf or anything like that, but there's never been a rule against playing celebrities or anything like that. most people just expect the rpfers and kin to 'stay on ij', but they exist and have done so pre-dwrp. there's one in particular i know moved here from lj that's rps brandon marlo and he's harmless. bs has no rules against it as they are still, effectively, roleplaying being that lper/actor/real person, and dwrp is for 'roleplay'. sorry you don't like it, but they're not breaking rules.
