When would you propose they allow people who did previous things to do new ones again? There are nearly 400 character sin Luceti. And new people are always coming in. By that logic, you'd probably only ever get to volunteer and go out on a special event once in the whole game's run.

There have only been two of these big missions so and there are likely to be plenty more. Luceti is a big game, so I can understand it being hard to give everyone a fair shot. You just gotta be patient.
