Yeah, I think it's just a case of people forgetting/overlooking it.

"As a general rule of thumb, if a character's ability is God-tier, it's probably been capped to something more manageable. Anything else is fair game to a "helpful" extent, but for perspective: if your character were level 5 in a video game, the monsters are usually level 10 and just a hair above what you can take on alone. We like to allow as many abilities as we can to keep the gameplay unique and let everyone work to their strengths/band together for weaknesses, just nothing that will break the game or make things too easy."
So the monsters SHOULD be challenging to everyone.
