Plan it as a temporary character. If you want to go in and have the character fuck everyone's shit up, you need to be prepared for there to be serious consequences, and for a character like you describe, those consequences will probably leave them unplayable afterward. Which is okay - it can be tremendously fun to play a scenery-chewing badass villain for a relatively short while, then have them have their downfall and go do other things.
If you want long term staying power (or at least want staying power without infuriating both your fellow players and the mods who have to field their frustration), it's usually better to go with either a low-key villain or one who can wreck shit and plausibly blame it on someone/something else.
