I would certainly encourage permissions posts on journals, although I don't know if making it mandatory would be a good idea. Aside from that, there would be regular Plot With Me and HMD memes, and anonymous contact is enabled on the mod account partly for anyone who sees people abusing their character's powers to such a degree. I don't really care what people do to Generic NPC Citizen No. 812, but it'd be shitty to have a single godmodder ruining other players' fun. Rule 9 is there for repeat offenders.
As for apping in weird stuff, that would depend on how it was worded in the app! For example in that case, if someone apped in as the Gamma Incarnate of Monsters in the Closet, they would likely have control over the childhood fear of such a thing. If they apped in as Beta or Alpha level power, it would be interesting to have literal closet monsters come into existence. Obviously bringing entirely new things into existence would have to be well-justified, and they might have different personalities, justification-wise - for example, a general 'monsters in closets' power might be had by someone who's had that fear as a big part of their lives or who feels that kind of level of unreasonable childlike fear of things, or who inspires it in children. An Incarnate of LITERAL Monsters in Closets might actually BE a monster in a closet, like from Monsters Inc!
