In their never-ending battle against each other, RED and BLU have started summoning in characters from over the multiverse in order to pitch against each other.
During a few hours of the day, characters are thrown onto one of the battlefields and are given the weapons/abilities of the characters and forced to fight. (Canon powers are wonky and basically nerfed during battle)
After the end, everybody gets sent back to their home base where they can chill out and check the network, and maybe visit the other base. Then their powers come back for some bizarre reason nobody can understand.
ALL DEATHS RESULT IN A RESPAWN. During battle or during off-time. In fact, you don't even need mod permission unless the death(s) are unusual. (You do, however, need player permission)
Whether or not you're RED or BLU is arbitrary and every activity check everybody's randomly assigned one or the other, or one or two characters if the teams become imbalanced.
It would probably start with what the original game had - the six starter maps and default weapons and then gain updates over time. And characters wouldn't know anything about it from the start except that those guys are RED and they're BLU (or vice versa) and you do what the announcer lady tells you to.
